Amarillo City Councilmembers voted on Tuesday to appoint two newcomers to the Center City Tax Increment Reinvestment Zone Board of Directors.

In two separate 5-0 votes, the City Council voted to appoint Emily Koller and Rebecca Gladney to the board overseeing the downtown TIRZ district. Koller is a former planning director for the City of Amarillo, while Gladney is an auditor.

In making the vote, the City Council removed Gary Jennings, a longtime member of the Center City TIRZ board, from his position and filled the remaining vacancy on the board.

Aside from Koller and Gladney, Christopher Walker, Elizabeth Musick, and Mark Gilbreath had also applied for appointment to the board. Jennings was also seeking reappointment to another two-year term.

The vote comes after the Center City TIRZ Board has faced controversy in recent weeks related to public comment and rebate packages it had approved for various projects.
