A Year Later, Billups Says 'We've Been Blocked Every Step of the Way'

Kip Billups, a local activist, has spent much of the past year seeking justice for several homeless individuals who were allegedly maced by an employee of City Church.

“July 18th, Jeremey Rusk, the groundskeeper for City Church, maced over a dozen of my friends on camera,” told The Amarillo Pioneer last October.

A year after the incident, Billups says not much has changed.

“I feel like we were blocked every step of the way with the police department,” said Billups. “Now that we’ve gotten it to County Attorney Scott Brumley’s office, he’s stonewalling us.”

Billups said he takes particular issue with claims that there isn’t enough evidence to make a case. “Over a dozen people have filed charges, there is video of it happening. Quote me on this, Helen Keller could prosecute this.”

Billups is the founder of Amarillo Brown Bag Runs and has spent over nine years working to feed the homeless. Billups is also set to have a role in ‘Down the Arm of God,’ which, according to IMDB, revolves around “a determined young pastor's efforts to aid the homeless.”

“Acting is just a platform, I am a human and civil rights activist first,” said Billups about his role.
