New City Council to Consider Spending $3.1 Million, Hold Orientation Workshop

Amarillo City Council is set to meet for the first regular meeting since Mayor Cole Stanley, Councilman Place 2 Don Tipps, and Councilman Place 3 Tom Scherlen were sworn-in. The meeting, scheduled for Tuesday at 1:00 pm, will feature $3.1 million in spending items.

Before the regular meeting, though, the council is set to meet for an orientation workshop at 9:00 am that morning. The meeting will include a discussion of topics such as the Texas Open Meetings Act, the Texas Public Information Act, ethics, meeting protocol, and agenda management software. The council will then meet in a closed session for security training.

The orientation workshop will not include any votes or decisions, with the agenda describing it as being an “educational meeting.” It will be held in City Hall Room 105 instead of the Council Chamber.

Then, at 1:00 pm, the council will reconvene for their regular meeting, which will be held in the Council Chamber. It will feature a Public Comment section, a departure from the city’s Public Address instituted under former mayor Ginger Nelson. Under the Public Address system, comments were limited to agenda items. With the return of the Public Comment, the public may speak on “items related to City Business” in addition to posted agenda items.

The council will also discuss meeting logistics before moving the consent agenda, which contains all spending items. With these items contained in the consent agenda, the council will be able to take up all items with a single vote unless a member of the council desires separate consideration of an item.

The largest of these items is 7J, which considers a $749,952 contract with Brenntag Southwest (spelled on the agenda as “Southewest”) for an annual chorine chemical supply contract. A full table of spending items is included below.

Other items on the consent agenda include applying for a TxDOT grant and the dedication of land by Amarillo College to the city for the construction of a roundabout at the Washington Street Campus.

There are only two non-consent items on the agenda. One is a public hearing on and consideration of a rezoning, while the other is the appointment to fill two vacancies on the Neighborhood Planning Oversight Committee.

Following the open portion of the regular meeting, the council will again enter into a closed session to “discuss the purchase, sale, lease, or value” of a “property located in the vicinity of E. Amarillo Boulevard and N. Mirror Street.” Continuing in the closed session, the council will hold a “discussion regarding commercial or financial information received from a business prospect and/or to deliberate the offer of a financial or other incentive to a business prospect.”
